Proposal to amend Secretariat of Domestic Trade (SCI) Resolution No. 453/2010, which established the mandatory certification of dyes, lacquers and varnishes used in the printing industry in order to ensure that the lead content of these products is lower than 0.06% of non-volatile mass, in compliance with ASTM standard D 3335-85a and Secretariat of Trade (SC) Resolution No. 685/2015 providing for the certification of printed graphics products as long as they do not exceed the established migration limits for heavy metals indicated in table 1 of Argentine Standards and Certification Institute (IRAM) standard NM 300-3. The above-mentioned Resolutions were notified in documents G/TBT/N/ARG/166/Add.5 and Add.9 respectively, in addition to their addenda. In this connection, the notified text proposes the incorporation of tariff headings 4901 (printed books, brochures, leaflets and similar printed matter, whether or not in single sheets) and 49.03.00.00 into Annex I of SCI Resolution No. 453/2010 and Annex I of SC Resolution No. 685/2015. It also provides for the exemption of tariff heading 4902.90.00 (newspapers, journals and periodicals, whether or not illustrated or containing advertising material) from the provisions laid down in the Resolutions mentioned in the previous paragraph. Accordingly, SC Resolutions No. 1/2016 and No. 332/2016 and SCI Resolution No. 253/2020 shall be repealed. On 19 April 2021, the Government of the Republic of Honduras notified, in document G/TBT/N/HND/35/Add.1, "Central American Technical Regulation (RTCA) No. 71.01.35:21: Cosmetic products. Sanitary registration and authorization of cosmetic products", which establishes conditions and requirements for the sanitary registration or authorization of cosmetic products for marketing. The notified Technical Regulation applies to natural and legal persons producing or importing cosmetic products. It does not apply to cosmetic products used exclusively in the hotel trade. In this regard, WTO Members are advised that the deadline for submitting comments or observations has been extended to 17 July 2021. The text can be viewed online at the website address below. ANVISA Resolution number 432, 4 November 2020 - previously notified through G/TBT/N/BRA/608/Add.1 - which establishes the obligation to describe the composition in Portuguese on the labeling of personal care products, cosmetics and perfumes., was amended by Resolution - RDC number 499, 27 May 2021.   The new text establishes that the chemical composition in Portuguese can be presented in digital format, by reading the code on the label through a mobile device, which gives direct access to this composition and whose code is preceded by the phrase "Composition (Portuguese):" or "Ingredients (English).
